Here are two free graphics programs.

I tried Paint.net in an earlier incarnation. Haven't tried either of these in their latest yet.
What I want to know is: will they save me from needing a $600 (choke, gasp) copy of Adobe PhotoShop?

Inkscape will not do what you want with Photoshop. It is a vector graphics program. As different from Photoshop as Excel is from Word. Maybe even more different conceptually.
Now the paint program looks like it may do what you want I haven't played with it personnally but at first glance it appears to have a number of tools and most importantly LAYERS which is where so much of Photoshops punch comes from.
So...download that one and play around with it.
Next time I am in town I will show you what I may recognize about how to use the tools as it looks like they mimic Photoshop to a degree.

Awesome. Thanks for the info. It sounds like having a vector program is handy too, so I'm glad there is a free one of each type.
